The authors solve this with a two-layered approach.

First, each datacenter makes a prediction about how much flexibility it might be able to offer—how much leeway it can build into its power draw.

Then, once real-world signals start arriving, a distributed coordination system adapts on the fly, letting each site optimize locally while staying aligned with the global target. It’s not magic, but it is real math.

The algorithmic glue here is built to be scalable, fault-tolerant, and privacy-respecting—no central brain trying to micromanage the whole fleet.

In simulation, it works. Better regulation response. Fewer SLA violations. Real revenue.
